Academics are split on whether the University Grants Commission’s new limits on cooperation between Indian and international colleges would be helpful, with some citing concerns about the calibre of researchers and the cost to Indian students.
Twinning programmes, joint degrees, and dual degrees to be offered jointly by Indian and foreign universities will be governed by the University Grants Commission (Academic Collaboration between Indian and Foreign Higher Education Institutions to Offer Joint Degree, Dual Degree, and Twinning Programs) Regulations, 2022.
Similar laws were enacted in 2012 and revised in 2016, however they failed to generate significant cooperation prospects. The new laws this year allow Indian colleges to work with international peers without seeking approval from the UGC.
